China on Sunday scored a diplomatic coup when foreign ministers from the 10-member ASEAN bloc released a diluted joint statement on the dispute that failed to mention China on the issue and agreed to its terms on how to negotiate a resolution. But the Philippines, under President Rodrigo Dutertes new administration, decided not to use the verdict to pressure. "They (Chinese) are not reclaiming land anymore," Cayetano said.Beijing claims most of the sea and has been turning reefs in the Spratly and Paracel chains into islands, installing military aircraft and missile systems on them an activity the Asia Maritime Transparency Initiative (AMTI) said was continuing. The Philippines had for many years stood alongside Vietnam as one of the strongest opponents to Chinese expansionism.Chinese Foreign Minister Wang Yi told reporters on the sidelines of the Association of Southeast Asian Nations (ASEAN) Regional Forum in Manila on Monday that Beijing completed its South China Sea reclamation activities two years ago.

Its sweeping claims overlap with those of ASEAN members Vietnam, the Philippines, Malaysia and Brunei, as well as Taiwan.A United Nations-backed tribunal ruled last year that Chinas territorial claims in the sea were without legal basis.Philippine Foreign Secretary Alan Peter Cayetano told reporters on Tuesday he had lobbied against referring to land reclamation in the ASEAN statement because he believed China had stopped.Since reclamation work to connect on two other Paracel islands was washed out by a typhoon last October, China has undertaken additional reclamation and built new structures there, it added.China has since 2015 dredged a new harbour and added 10 hectares (about 25 acres) of land on Tree island in the Paracels, and has recently completed a new helipad and installed wind turbines and photovoltaic solar saw chain 3-8low profile full chisle arrays there, it said."Chinas own reclamation work did not end in mid-2015 with the completion of its artificial islands in the Spratlys.

It instead built closer ties with China in return for billions of dollars worth of investments and aid.China claims nearly all of the strategically vital sea, through which trillion in annual shipping trade passes and is believed to sit atop vast oil and gas deposits.Manila: China is expanding artificial islands in disputed South China Sea areas despite saying it stopped two years ago, according to a security think tank that released satellite images it said showed the land reclamation.. That is something I can tell you for sure," Wang said, adding "it is not China" which was conducting ongoing reclamation activities. Beijing continues to reclaim land farther north, in the Paracel Islands," the security think tank said on its website.Nevertheless, China was angered by wording in the statement pushed by Vietnam that expressed concerns by some about land reclamations, even though it did not name Beijing. The AMTI website on Wednesday posted satellite pictures that it said showed Wangs statements were "false"."I also wanted to tell you that two years ago, China had already completed the reclamation.

The report noted that there is likely to be no upward impact on inflation, rather if tax cuts are passed on and the input tax credit mechanism runs with part efficiency, the GST could help lower the inflation rate by 10-50 bps.Almost all goods and services have been classified into groups attracting GST rates of 5 per cent, 12 per cent, 18 per cent and 28 per cent respectively.

According to the global financial services major, the medium term addition to GDP growth from this reform will be closer to 40 bps, "sizeable, but lower than the 80 bps" HSBC had calculated earlier. Moreover, a big list of excluded items will result in incomplete input tax offsets, resulting in continued tax cascading which an ideal GST (with minimal exemptions) would have eliminated, it added. The government finalised a multiple rate tax structure, while an ideal GST would have carried one single rate with very few exemptions, HSBC said.New Delhi: The GST rollout will add 40 bps to GDP, lower than earlier estimates as multiple tax rates and exemptions announced under it are far from an ideal structure and could blunt the growth impact of the reform process, says an HSBC report."

Over the medium term, if exemptions are kept at a minimum, by streamlining production, enhancing delivery chains and overall investment, GST could bring down inflation more permanently," HSBC said, adding that the new GST regime is expected to make the Reserve Bank of India more relaxed about lingering inflation fears. It also said that the Goods and Services Tax will not have an upward impact on inflation. HSBC further said guide bar that if the government is able to move towards a lower number of rates and fewer exemptions over time, the GST will ultimately carry a "greater punch". In addition, four items (namely luxury cars, aerated drinks, tobacco and related paan products) will attract separate cesses each.
